Local government now in fourth generation neutral vendor contracts

Since 2008, Retinue has managed the temporary recruitment functions, and third-party supply chains of the London Boroughs of Hounslow, Barking and Dagenham, Enfield, Hillingdon, Kingston Upon Thames, and Redbridge.

Challenges

In 2007, all six London Boroughs were supplied by a Master Vendor with a local government specialist supplier, creating the following challenges:

  • While some savings were secured, there was limited opportunity available for future savings
  • Up to 20% off-contract spend
  • Hiring managers' relationships with suppliers and unqualified care called into question

Solutions

Appointed as a Neutral Vendor, we implemented our proprietary VMS technology to improve visibility across all temporary recruitment activities, and to deliver robust compliance solutions to rectify any local supply concerns. We also restructured the existing supply chain and eliminated off-contract spend.

In our second generation as Neutral Vendor, we implemented further process efficiencies through technology upgrades, and identified and built local banks and talent pools, reducing the need for agency involvement.

We moved the Boroughs to a ‘Blended’ approach in the third and fourth generations of the contract, combining both temporary and permanent recruitment solutions. To improve budgeting and planning we applied predictive analytics, and gave greater control to hiring managers and candidates via our ‘self-manage’ Portal and App.

In the fourth generation of this project, the contract was fully funded by the supply chain, not the client, and we took full control of pay and commission across the whole region.
