West of Scotland: The most successful NHS collaboration to reduce agency spend

To support the delivery of an ambitious and collaborative agency cost reduction programme, and to improve control and compliance, Five NHS Scotland Health Boards came together in an innovative project with Retinue to transform the way agency staff were engaged.

Three years on, significant year-on-year savings have been delivered. Pay rates and agency margins are harmonised and controlled, and have been actively reduced to release new savings. Fill and compliance rates have improved and through software and reporting there is greater visibility and control for the NHS across the region. A doctors bank has also been established which now replaces agency spend, and a permanent hiring programme to reduce agency spend has been defined.

“The WoS Health Boards set out to establish a groundbreaking change in the way the hospitals in our region bought and managed Medical Locum requirements. Retinue Health won the managed service contract and have developed a strong and supportive partnership in delivering it to the Boards. By working together we have achieved a very successful solution, which is giving the WoS hospitals the tools and resources to manage the multi-million pound expenditure required to deliver patient care.”

- Head of Procurement, Greater Glasgow and Clyde Health Board
